What is DEE ?

The DEE Technique is an aid to the design, monitoring and evaluation of projects, programmes and action plans, benchmarking of good practice or compliance with pre-defined standards.  It can also be used for assessing the effectiveness of organisations in relation to their objectives and for assessing  the readiness of organisations to operate effectively activity in any sector.  

It is specifically designed for assessing performance, benchmarking and monitoring action plans in development aid projects  and for managing organisational effectiveness in developing countries.  It has proved particularly useful for application by public sector organisations such as Central and Local Government Authorities, aid agencies, development banks, Local Education Authorities, Health Authorities and so on.

It can also be used for assessing and monitoring the more difficult, unquantifiable, non-monetary aspects of the activities and action plans of private sector organisations in areas such as corporate social responsibility, governance and organisational effectiveness.

The DEE Technique enables the development of monitoring frameworks that faciIlitate the delivery of outcomes, impacts and objectives.  Its associated software can be used for benchmarking against best practice and for effective monitoring of implementation.   As an example, it can be used to  benchmark compliance of a country, province or municipality with the recommendations of the UN Decade of Action on Road Safety, and to assess the readiness of their highways management institutions to be able to take effective action to improve road safety in their jurisdiction.
