Disaggregated Effectiveness Evaluation (DEE) is a technique which has been developed by specialist monitoring and evaluation experts designing , implementing and monitoring public sector projects , programmes and action plans around the world .There is a doctoral level theoretical basis to the technique and it is also based on over 30 years of practical "hands on" experience of implementing projects and action plans in over 50 developed and developing countries .Sadly depite the best of intentions by those concerned , many projects and action plans do not ever deliver the impacts promised at commencement. DEE was developed specifically to address this problem and because of the way it operates , it can significantly increase the chances of achieving agreed impacts and delivering the desired outcomes.
DEE works by breaking down a complex project, plan, strategy or organization into a number of sub-components. Each sub-component is then broken down into even smaller units and tasks until each task can be defined by a number of simple performance indicators. It's purpose is to monitor activities undertaken and to give some measure of the extent to which the desired impact has occured. It's unique strength is that it can enable an accurate assessment of the likely probable impact during implementation of the project or plan rather than having to wait until project or programme end. This permits better strategic management of the implementation process to keep the project or plan on course and focussed on the agreed final impacts
The key strength of the DEE Technique is that it is not restricted to any one application area. In essence, if the overall objective of the plan, program or strategy can be stated, then the DEE Technique can be used to monitor it's implementation or performance with respect to it's agreed developmental objectives. Similarly, if an organization can state it's overall aim or objective in a particular sector, then the technique allows effectiveness of the whole or parts of the organisation in attaining that objective or aim to be monitored and assessed.
DEE frameworks provide a "skeleton " of the key elements that need to be in place if the objectives are to be achieved. This allows a convenient way to benchmark any organization , , programme or action plan as to how well it is currently complying with the required or "desired " situation that should prevail if all the objectives are achieved. This provides an assesment of the strengths and weaknesses ( in terms of percentage progress towards the desired or agreed outcomes ) and allows remedial action plans to be prepared to rectify any deficiencies.
